All mouth, no trousers

It is a British expression meaning: “Blustering and boastful, showing off without having the qualities to justify it.” (From the “Dictionary of Contemporary Slang” by Tony Thorne).

Other expressions are: “all talk and no action”, “he talks the talk but don’t/can’t walk the walk”, and more common in America “all hat and no cattle”. All meaning the same: empty boasting.
